Slow Frame
Rates - Win 2K & Win XP users are effected by
the OS locking the refresh rate at 60mhz. This hampers
your system from being able to draw the screen faster
thus reducing FPS. By using a Refresh Rate tweak tool
you can unlock this and set to your monitors max refresh
rate.
Drivers

Drivers also suffer
from this refresh rate problem. Using refresh rate fixed
drivers will allow you to set your max refresh rate
during gameplay. Do not be fooled. Your desktop
resolution can be set at 100mhz but when playing if you
check refresh rate it is at 60mhz. I have found a very
nice site with reliable and safe beta drivers from
NVIDIA and ATI it is listed below.
Tweaking

Tweaking your drivers and video card settings can yield
the most increase in FPS. I use Nvidia Hardpage
currently for my GeForce 4 TI4600. I gained excellent
results on my GeForce 3 TI500 also with this program. By
setting the options in Hardpage under presets to Medium
I gained 15fps easily in all games including IL2.
